Clients rely on YA for trusted advisory service across the full lifecycle of disaster recovery and grant-funded projects—from applicant eligibility through project closeout. Our team advises on complex issues including project scoping and cost development, duplication of benefits, insurance considerations, environmental and historic preservation compliance, and mitigation requirements.
We regularly support state agency program areas by reviewing and analyzing correspondence with FEMA and subrecipients to help advance program objectives and resolve challenges efficiently. This work often involves detailed research and close coordination with impacted stakeholders to fully understand each issue and deliver solutions that meet the needs of our clients and the communities they serve. We also provide strategic communications support, assisting with correspondence and issue resolution involving federal, state, and local elected and executive officials.
A core component of our practice is helping grant recipients, subrecipients, and—when appropriate—their contractors comply with federal procurement standards and cost principles under 2 C.F.R. Part 200. We assist clients in establishing compliant procurement programs, updating policies and procedures, drafting solicitations, and navigating procurement through contract execution.
In addition, YA advises states, municipalities, and developers on compliance and insurance matters related to the National Flood Insurance Program (NFIP). Our experience also includes guidance on floodplain management requirements, Community Assistance Visits (CAV) and offering advisory consulting on the issues and disputes that can arise throughout these processes.
