When two Alaskan public entity insurance risk pools merged into a single organization, the newly combined portfolio represented thousands of public buildings and facilities across one of the most geographically challenging regions in the country. The merger required an accurate understanding of replacement values, property conditions, and overall exposure to support informed risk management and reinsurance decisions.

YA Group was engaged as an extension of the team to perform comprehensive replacement cost property valuations and field assessments while helping improve the accuracy of asset information through detailed field assessments and data verification.

Challenge Overview

Maintaining accurate replacement values across a large public asset portfolio presents ongoing challenges, particularly when facilities are dispersed across remote locations and property information has evolved over many years. Historical valuation records did not always reflect current replacement costs, creating discrepancies that could affect underwriting decisions, premium calculations, and financial preparedness following a loss.

The project required more than updating building values. It involved validating thousands of asset records, confirming building characteristics, and understanding regional construction costs across urban centers, rural communities, and remote locations throughout Alaska. Many properties required specialized travel by aircraft, helicopter, or boat, making consistent field assessments both logistically complex and resource intensive.

Throughout the project, YA also identified opportunities to improve data quality by correcting outdated information, validating building records, updating facility characteristics, and documenting changes that occurred over time. These efforts provided the client with a more reliable understanding of its statewide property portfolio while supporting more informed insurance and reinsurance decisions.

By combining valuation expertise with extensive property loss experience, YA also helped establish meaningful pre-loss documentation that could support future claims and risk management efforts. The team additionally utilized digital documentation and 360-degree imaging technology to capture detailed building conditions, creating comprehensive records that provide long-term value beyond the initial valuation process.
