Anne Arundel County was seeking to build a new 911 Call and Data Center in Millersville, Maryland. The $63 million, 60,000-square-foot facility was designed as a state-of-the-art emergency communications hub supporting 24/7 operations. YA Group partnered with architectural design firm MW Studios to deliver detailed cost estimating services for the facility. Challenge Overview
Designing and budgeting a next-generation 911 Call and Data Center required navigating a level of technical complexity beyond conventional civic facilities. The proposed facility housed dispatch operations, administrative offices, data rooms, training spaces, and secure mechanical and electrical support areas—each with distinct performance and security requirements.
Due to the mission-critical nature of the facility, the full-site development project demanded hardened construction for storm and blast resistance, along with highly specialized mechanical, electrical and plumbing systems engineered for uninterrupted, around-the-clock operation. Redundant power, data, and mechanical systems were essential to ensure continuity during emergencies.
The project followed a single-prime, competitively bid delivery model with construction planned from 2025 to 2027, requiring a precise and defensible cost strategy early in the process.
