Biography

William (Will) Sparks is a construction planning, scheduling, and delays expert with 13 years of experience supporting project management consulting and litigation analysis on complex construction matters. He provides expert support in construction scheduling, project controls and documentation, forensic schedule analysis, economic and damages analysis, and claims management.

Will is highly skilled in developing and communicating delay and impact analyses, including Time Impact Analyses (TIA), and he has supported the successful resolution of numerous construction claims. He has contributed to construction projects ranging in value from $1 million to $1 billion, with a combined portfolio exceeding $3 billion across more than 150 projects. His background offers deep insight into critical path management, procurement and bidding, schedule development and updating, project execution, project closeout, and dispute resolution.

Will’s experience spans heavy civil and infrastructure, airport construction, rapid transit systems, commercial developments, and hotel and casino projects, including several high‑profile transportation and public works programs. His work has consistently supported project teams, owners, and legal counsel with the analyses and documentation needed to manage complex schedules and resolve project challenges.
