Biography

Mr. Mullis brings over 40 years of engineering experience, including three decades of design and analysis consulting in the electric utility industry. His expertise spans transmission and distribution systems up to 250 kV, as well as generation facilities powered by diesel, gas, combustion turbines, hydroelectric, and renewable energy sources. With more than 10 years as a forensic engineer, he has investigated large-scale losses (up to $200 million), electric shock and arc flash incidents, and conducted equipment condition assessments. Mr. Mullis has also served as a subject matter expert for the U.S. Department of Justice in a False Claims Act case and advised a major electric utility on standard of care issues related to a $500 million reliability upgrade involving 500 kV, 230 kV, and 69 kV transmission and substation infrastructure.
