Biography

Frank McColm is a nationally recognized expert in all-hazards resilience, mitigation, and disaster recovery, with over 18 years of experience spanning state government and private consulting. He brings a collaborative and solutions-driven approach to strategic planning and program management, guiding initiatives from concept through implementation while aligning with diverse stakeholder needs.

Frank has served as the State Disaster Recovery Coordinator for Florida in response to Hurricanes Irma and Michael and the EastPoint Fire, advising senior state and federal leadership under FEMA’s National Disaster Recovery Framework. He has led the development of several pioneering federal pass-through programs, including Florida’s Citrus and Timber Recovery Block Grants and the Program Administration by States (PAS) designation for the Hazard Mitigation Grant Program.

A specialist in grant management, regulatory compliance, and risk reduction, Frank partners with state and local governments to design and implement effective mitigation strategies. He is a firm advocate for the wide-ranging public benefits of proactive hazard mitigation. Most recently, he led the creation of a $380 million agricultural recovery block grant for the Florida Panhandle, now recognized as a national model for state-led recovery programs.
